Important Message for Washington, DC Service Providers

Area Code Overlay Approved for the Washington, DC 202 Area Code

Attention: Alarm and Security Service/Equipment Providers

To ensure a continuing supply of telephone numbers, the Public Service Commission of the District of Columbia approved the addition of the new 771 area code to the geographic region served by the 202 area code.  This process is known as an area code overlay.

What is an area code overlay?

An overlay is the addition of another area code (771) to the same geographic region as an existing area code (202). An overlay does not require customers to change their existing area code or telephone number but does require using a new dialing procedure to complete calls.

What will be the new dialing procedure?

The new dialing procedure will require that all calls in the 202 area code that are currently dialed with seven digits will need to be dialed using area code + telephone number.  The same dialing procedure will apply to telephone numbers that are assigned with the new 771 area code.

How does this affect providers of alarm and security services and equipment?

As a result of the overlay, a new local dialing procedure requires callers to dial area code + telephone number. 

Alarm and security services and equipment currently located in the 202 area code and programmed to dial only seven digits must be updated or reprogrammed to dial area code + telephone number for all calls in the 202/771 area code.

Reprogramming of alarm equipment should be completed by October 9, 2021.

To verify that equipment can complete calls to the new 771 area code, a special test number, 771-990-TEST (8378), will be in service beginning August 9, 2021 and it will remain active through December 9, 2021.

When will the change begin?

Effective April 10, 2021, if you have a 202 area code, you should begin dialing the area code + telephone number whenever you place a call.  If you forget and dial just seven digits, your call will still be completed.

Beginning October 9, 2021, if you have a 202 area code, you must dial the area code + telephone number on all calls, including calls within the same area code.  On and after this date, if you do not dial the area code + telephone number, your calls will not complete and a recording will instruct you to hang up and dial again, including the area code.

Beginning November 9, 2021, new telephone lines or services may be assigned numbers using the new 771 area code.

What will remain the same?

  • Telephone number, including current area code, will not change.
  • The price of a call, coverage area, or other rates and services will not change due to the overlay.
  • What is a local call now will remain a local call regardless of the number of digits dialed.
  • Emergency services can still dial just three digits to reach 911.
  • If 211, 311, 411, 511, 611, 711 or 811 are currently available in your community, these calls may still be dialed using just the three digits.

National Suicide Prevention Lifeline – New Dialing Code

Please read the announcement regarding changes needed to be made by intrusion and fire services companies in preparation for the nationwide implementation of 988 as the 3-digit abbreviated dialing code for the National Suicide Prevention Lifeline.

It is imperative that alarm companies reprogram alarm panels in customers’ premises if they currently are programed to dial out seven digits to reach the alarm monitoring bureau.  If they are dialing out seven digits now, they must be re-programed to dial out a ten-digit number which includes the area code plus telephone number.  Such updates or reprogramming must occur between April 24, 2021 and October 24, 2021 (the permissive dialing period).  Starting these efforts before April 24, 2021 may result in failed calls if permissive 10-digit dialing has not yet been implemented.  The changes need to be completed by October 24, 2021.

No change is needed if the alarm panels are currently dialing out ten-digits, or if they are dialing out a toll free number (800, 888, 844, etc.) to reach the alarm monitoring bureau.

Spector, Schmit Honored For TMA and Industry Contributions

On October 21, 2020, in the course of TMA’s General Membership Meeting, TMA President Don Young had the honor of presenting TMA’s two highest awards – Stanley C. Lott Award for Exemplary Service and the Mel Mahler Award for Outstanding Service to the Monitoring Industry.

Stanley C. Lott Award for Exemplary Service Presented to Ivan Spector, President, Sentinelle Alarms
In presenting the award, President Young stated, “This year the award is given to a man who has not only served TMA through many leadership positions on committees and the TMA Board, but who was a founding member and longtime board member of the Security Industry Alarm Coalition (SIAC).

In addition, he has been a leader in advancing alarm management in both Canada and the United States. For CANASA, he served on the Board of Directors, was national president, and chair of the Response Committee. In that role he proved instrumental in driving many false dispatch reduction initiatives. He is also a Superior Court of Canada-acknowledged and accepted expert witness.
This year’s winner is a graduate of McGill University in Montreal and is the owner of Sentinel Alarm. I am pleased to award the 2020 Stanley C. Lott Memorial Award to Ivan Spector.”

In presenting the award, President Young commented, “When deciding on a recipient for this year’s Award, one name came immediately to mind. He is an individual who has served our industry for more than 39 years, but with the onset of Covid 19 earlier this year, he worked tirelessly on behalf of the TMA membership to develop work at home standards that would allow our industry to continue to operate under safe conditions. This year’s winner is an experienced Engineering Manager with a history of working in the public safety industry.

He holds a BS in Electrical and Electronics Engineering from the University of Wisconsin-Madison and serves as Senior Staff Engineer for Underwriters Laboratories. I am very grateful for all of the help and guidance this year’s recipient provided on the establishment of the new standard and I am honored to present this year’s Mel Mahler Award to Steve Schmit.”

TMA Past President Named ESA’s 2019 Person of the Year

The Electronic Security Association (ESA) presented its 2019 Morris F. Weinstock Person of the Year Award to TMA Past President Bud Wulforst in honor of his lifetime of achievements in the security industry. Wulforst has been involved in ESA throughout the years as part of many initiatives and as a mentor to other businesspeople in the industry. 

Upon receiving his award, Wulforst stated, “I’m truly humbled as we stand here with 50 years of award recipients. I am so very proud to receive this wonderful ESA award. I’ve learned so much from so many over the years,” said Wulforst as he received the award. The associations are the catalyst for bringing it all together. Call your representatives! Support Industry Call for 3G Sunset Extension

As many of you know, AT&T and Verizon have announced sunsets for their 3G networks. AT&T is calling for a sunset date of February 22, 2022 and Verizon is calling for a sunset of December of 2022 – 10 months later. Because of the Coronavirus many of our customers have been reluctant to have alarm technicians enter their homes and businesses so that we can upgrade their equipment to make them compatible with newer networks.

We need your help especially if your business is headquartered in one of the following states:

AK, AZ, CA, CT, CO, FL, HI, IA, IL, IN, KS, LA, MA, MI, MN, MO, MS, MT, NC, NE, NJ, NM, NV, NY, OH, OR, PA, SD, TN, TX, UT, VA, VT, WA, WI, WV

The industry is seeking a longer transition period before AT&T sunsets its 3G network. We are asking elected officials to reach out to AT&T and urge them to push back their sunset to December 2022 which would make AT&T’s sunset the same time as Verizon’s proposed sunset, citing the pandemic as the reason.

Dear Representative/Senator:

The burglar and fire alarm industry is seeking your help in urging AT&T to delay the shutdown of its 3G cellular network which is currently scheduled for February 22, 2022 – a mere 16 months from now – to December 2022. This would then have both Verizon and AT&T shutting down their 3G network cellular networks at the same time.

Our industry protects the safety, and property of over 30 million homes and businesses. Additionally, many seniors depend upon us to monitor their personal emergency response systems allowing them to live at home. Many of these systems were installed using the 3G cellular network and must be upgraded, otherwise they will cease to communicate once the 3G networks are shutdown. Historically, AT&T recognized the need for an appropriate time period when it moved from 2G to 3G and provided 4 1/2 years for that transition. The industry estimates that we now have upwards of 3 times the number of 3G devices to change out as we did in the past transition.

Currently, the change-out requires an alarm technician to enter the premise and upgrade the existing equipment. Unfortunately, with the Coronavirus pandemic understandably many of our customers have been reluctant to have us enter their homes and businesses. For six months and counting this has curtailed what was to be a two year transition. Realistically, we are looking at least another nine months before we will be able to resume our normal ability to upgrade these systems.

While AT&T has been working with the industry for the development of equipment that will allow consumers to self-install equipment that would upgrade home security systems, to date that equipment is still in the testing stage. While we are hopeful that the equipment will work, we are not certain it will or whether the manufacturer will be able to meet the demand in a timely fashion.

Accordingly, we are asking you to speak directly with AT&T and urge them to move back their 3G cellular shutdown date to December 2022 and make it the same time as Verizon’s shutdown. Failure to do so will put millions of homes, businesses, and lives needlessly at risk.

The Monitoring Association Reveals Average Compensation for Monitoring Center Managers in 2018 to be $82,000 in New Study

TMA released its latest Wage & Comp Survey—the purpose of which is to provide monitoring and security services companies with salary and benefits information to guide hiring and compensation decisions. The Survey was created in partnership with TRG Associates, Inc., a consulting firm that specializes in the security alarm industry.

Participation in the Survey was open to all security monitoring companies. Company specific information is not published to ensure confidentiality. The Survey collected wage and benefits information from the year 2018 for the following areas:
